Mission Locale Molenbeek: Designing Pathways Out of Long-term Unemployment

Context
Mission Locale de Molenbeek and Service Emploi de Koekelberg, two non-profit organizations, support job seekers toward employment or training. As part of CRU6 Autour de Simonis, they established a partnership to implement the axis dedicated to job seekers.
Objectives
Analyze the needs of long-term job seekers (over 2 continuous years of job searching) and existing mechanisms to meet their needs, in order to propose a sustainable mechanism supporting their access to employment.
Intervention
Step 1
Tool creation: Collaborate with project team to design methodology for participatory process. Develop practical tools enabling operationalization of stakeholder engagement approach. Create facilitation guides and templates for various workshop formats. Establish data collection and synthesis protocols for insights gathered.
Step 2
Barrier identification: Facilitate participatory approach engaging all stakeholders including job seekers, counselors, and employers. Guide definition of detailed personas representing different job seeker profiles and needs. Facilitate identification of barriers using empathy maps to understand emotional and practical challenges. Conduct Lego Serious Play sessions to surface hidden obstacles and systemic issues.
Step 3
Ideation session: Facilitate idea generation using crowdsourcing techniques with diverse participants. Map generated ideas on impact and feasibility matrix for visual prioritization. Lead structured discussion to identify 4 priority work streams with highest potential. Ensure ideas are grounded in real needs and feasible within organizational constraints.
Step 4
Action plan creation: Facilitate action plan development through World Café sessions with rotating groups. Guide minimum specification prototyping to define core requirements for each solution. Establish ownership, timelines, and resource requirements for priority initiatives. Create roadmap connecting short-term quick wins with long-term systemic changes.
Step 5
Synthetic report: Analyze and synthesize ideas and recommendations from all co-creation work sessions. Document methodology and process for transparency and potential replication. Provide strategic recommendations based on insights gathered from stakeholders. Deliver actionable roadmap with clear next steps for implementation.
